Idioms, sayings and proverbs are part of the fabric of culture and can not be taken out of context. Their understanding relies on previous knowledge, acquired through the contact with the culture from which they stem.
A great way to understand the meaning of a specific saying is to research the history or origin behind it. Finding out the context of an expression will often allow a better understanding of its use.
It is also a good idea to look for equivalent expressions in other languages. These more idiomatic sayings are commonly used to offer wisdom, provide advice or alert to something and may be found in some other languages as well.
